MANAGER, SUPPLY CHAIN

USAID AMPATH Uzima is a Kenya Health Partnership for Quality Services (KHPQS) funded by USAID and Manged by Moi Teaching & Referral Hospital, working in partnership with the Departments of Health in Uasin Gishu, Trans Nzoia, Elgeyo Marakwet and West Pokot.

The Academic Model Providing Access to Health Care (AMPATH) is a project under the auspices of Moi Teaching and Referral Hospital (MTRH), Moi University and a Consortium of North American Universities led by Indiana University whose aim is to provide sustainable efforts in access to Health Care, Research, and Training.

Applications are invited from suitably qualified candidates for the following vacant position in the USAID AMPATH Uzima Program.

POSITION: MANAGER, SUPPLY CHAIN – 1 Post

STATION: AMPATH CENTRE, ELDORET

JOB GROUP: RS. 14

Reporting to the Chief of Party the successful candidate will among others, be responsible for the following: –

Key Duties and Responsibilities:

Interpreting laws, statutes and ensuring adherence to the Public Procurement and Assets Disposal Act (PP&AD Act 2015), Public procurement and disposal regulations, 2006 and other procurement laws and policy documents that impact procurement;

Initiating measures to ensure integrity and application of high professional supply chain management standards and guidelines;

Drawing plans to integrate e-procurement in program operations;

Devising and ensuring implementation of effective risk management strategies;

Monitoring and evaluating performance of supply chain management systems;

Promoting effective management suppliers to sustain value throughout contracts;

Maintaining database of approved sources of supplies and researching into new and alternative sources; facilitate disposal of inventory and other assets;

Coordinating activities of tender, procurement, inspection and receipt and disposal committees and Serving as Secretary of Inspection committee;

Developing strategies to improve supplier performance in terms of on time delivery, quality specifications;

Manage inventory levels in order to reduce waste;

Preparing and filing statutory reports to/and from the Public Procurement Regulatory Authority (PPRA);

Facilitate approval of procurement documents;

Review of bid awards for approval by accounting officer;

Planning, compiling and preparing procurement budgets for the program; and

Mentorship and capacity building of staff;

Review invoices and other documents for payment of vendors;

Any other duties as may be deemed necessary by the Chief of Party.
