Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.

The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.

The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

KSL/HR/201/CORP/22: MANAGER, HUMAN RESOURCES – KSL GRADE 3 (1 POSITION) CONSOLIDATED SALARY KSHS 274,473.00 – 395,633.00

This is a five (5) year contract renewable subject to satisfactory performance and retirement age.

Job Purpose:
The office holder heads the Human Resource function of the company and is responsible for providing strategic leadership in the management of human resource by developing and implementing policies, strategies, guidelines and procedures on compensation management, staffing, staff training and development (competent and productive workforce); employee industrial relations; and performance management.

Key Responsibilities / Duties / Tasks:

Managerial / Supervisory Responsibilities:
a) Provide strategic leadership in the formulation, interpretation, review, harmonization and implementation of human resource management policies, guidelines and regulations. b) Provide leadership on institutionalization of performance management including performance appraisal system. c) Provide leadership in preparation of budget for personnel emoluments, monitor absorption and ensure optimal utilization of the budget. d) Coordinate development and implementation of talent management strategy to reward, retain and develop a competent and motivated work force. e) Provide leadership in building a positive organizational culture in line with the Company values. f) Provide strategic leadership on human resource planning, communication, discipline, employee relations, remuneration and staff welfare. g) coordinate the development and maintenance of an up-to-date human resource management database. h) coordinate the monitoring, evaluation and auditing of human resource management activities and programs.

Operational Responsibilities / Tasks:
a) Interpreting and advising on human resource management policies and regulations.
b) Developing human resource management plans to ensure effective succession management.
c) Monitoring the implementation of human resource management policies, rules and regulations and analyzing their impact on staff.
d) Prepare and execute the overall training and develop plan for the Company.
e) Mentoring and coaching staff members within the department to enhance work performance as set out in the appraisal schemes.
f) Developing and implementing staff discipline and an effective grievance handling procedure.
g) Maintaining of harmonious working relations through effective communication with staff, their supervisors and/or representatives. Job Dimensions:

Financial Responsibility/Impact:
a) Overseeing the Development of Human Resources Budgets and Work Plans to promote financial prudence and effective planning.

b) Total employee cost budget
Responsibility for physical assets around the area of work: Responsible for physical assets in the Division.

Problem Solving:
The job solves strategic problems affecting the employees of the company in relation to Human Resources management such as staff motivation, training, performance appraisal, rewards and sanctions. Solutions may need Board approval.

Communication:
The job holder conveys information to staff and stakeholders on matters related to staff welfare and performance management.

Decision Making/ Job Influence:
The role makes strategic decisions on Human Resources management in the Company.

Working Conditions:
Works predominantly in an office environment with limited field travels. Job Competencies (Knowledge, Experience and Attributes / Skills):

Academic Qualifications:
a) Master’s degree in any of the following disciplines: – Human Resource Management, Public Administration, Commerce (Accounting/Finance Option), Finance, Economics, Business Administration/Management or equivalent qualification from a recognized institution.
b) First level university degree in any of the following disciplines: – Human Resource Management, Commerce (Accounting/Finance Option), Finance, Economics, Business Management/Administration, Public Administration or equivalent qualification from a recognized institution combined with the required work experience may be accepted in lieu of the Master’s degree.

Professional Qualifications / Membership to professional bodies:
a) Leadership/Management course from a recognized institution.
b) Membership to a relevant professional body where applicable.
c) Proficiency in computer applications.

Previous relevant work experience required:
a) A minimum period of ten (10) years relevant work experience three (3) of which should be in a senior HR management level.
b) Work experience in a manufacturing industry is desirable.
