Job Description/Requirements
Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.

The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.

The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

KSL/HR/201/CORP/08: GENERAL MANAGER, CORPORATE SERVICES – KSL GRADE 2 (1 POSITION) CONSOLIDATED SALARY KSHS 374,864.00 – 486,080.00

This is a five (5) year contract renewable subject to satisfactory performance and retirement age.

Job Purpose:
The General Manager, Corporate Services is responsible for providing leadership and management of corporate services to achieve the company’s strategic objectives in Human Resources, Occupational Safety, Health & Environment (OSHE), Administration & Security Services, and Corporate Communication.

Key Responsibilities / Duties / Tasks:

Managerial / Supervisory Responsibilities:
a) Provide leadership in the development and execution of the corporate strategy covering Human Resources, Occupational Safety, Health & Environment (OSHE), Administration & Security Services, and Corporate Communication to achieve strategic goals.
b) Coordinate the development of strategies, plans, policies in the functional areas of Human Resource Management, Administration, Security, and Corporate Communication.
c) Coordinate, Human Resource Management, Administration, Corporate Communication, and Security activities in the Company.
d) Spearhead inculcation of a culture that promotes team capability and reflects the values which facilitate performance, professionalism and innovation by staff throughout the Company.
e) Coordinate development of effective Work plans drawn from the strategic plan and undertake continuous performance monitoring and reporting.
f) Coordinate development of team capabilities, build a cohesive team and foster a culture that promotes the core values of the company.
g) Lead the formulation, review and implementation of effective policies, systems, manuals and standard operating procedures to achieve operational excellence.
h) Provide leadership in the administration and implementation of the Company’s staff welfare programs.
i) Coordinate ddevelopment of performance management and improvement strategies.
j) Provide leadership in budgeting and utilization of personnel emolument budge.
k) Coordinate preparation and implementation of occupational Health, and Safety strategies.

Operational Responsibilities / Tasks:
a) Establishing and managing the Company’s registries and ensuring safe custody of all records.
b) Provide and maintain office accommodation for Company’s staff.
c) Establishing and managing human resource information management systems;
d) Overseeing maintenance of up-to-date inventory of Company’s assets.
e) Coordinating preparation of reports and responses to parliamentary queries.
f) Planning and budgeting for the activities and programs of the department; and
g) Building capacity and managing performance of staff in the Department. Job Dimensions:

Financial Responsibility/Impact:
Managing and approving the annual recurrent expenditure for the Department
Responsibility for physical assets around the area of work:
Responsible for all the assets of the institution.

Problem Solving:
The job solves strategic problems affecting the employees of the company in relation to Human Resources management, Occupational Safety, Health & Environment (OSHE), Administration & Security Services, as
well stakeholder communication. Solutions will involve significant financial and reputation risk, and may need Board approval.

Communication:
The job holder conveys information to staff and stakeholders on matters related to staff welfare and corporate communication respectively.

Decision Making/ Job Influence:
a) Makes operational decisions that direct day to day operations of the Department, scale and quality of services offered by the institution. b) Makes strategic decisions on Human Resources, Occupational Safety, Health & Environment (OSHE), Administration & Security Services, and Corporate Communication. Working Conditions:
Works predominantly in an office environment with limited field travels.

Job Competencies (Knowledge, Experience and Attributes / Skills):

Academic Qualifications:
a) Master’s degree in any of the following fields – Human Resource Management, Public Administration, Commerce (Accounting/Finance Option), Finance, Economics, Business Administration/Management or equivalent qualification from a recognized institution.
b) First level university degree in the of the in any of the following discipline from an accredited University/College – Human Resource Management, Commerce (Accounting/Finance Option), Finance, Economics, Business Management/Administration, Public Administration or equivalent qualification combined with the required work experience may be accepted in lieu of the Master’s degree.

Professional Qualifications / Membership to professional bodies:
a) Undertaken Leadership/Management course from a recognized institution.
b) Membership to a relevant professional body where applicable.
c) Proficiency in computer applications.

Previous relevant work experience required:
a) A minimum period of twelve (12) years relevant work experience five (5) of which should be in a senior management level.
b) Experience in managing corporate services in a shipbuilding industry will be an added advantage.
