Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.
The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.
The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

This is a five (5) year contract renewable subject to satisfactory performance and retirement age.

Job Purpose:
This division is responsible for developing policies, processes and procedures, that strengthen the internal controls environment in finance and accounting, ensure their implementation and monitor compliance thereby safeguarding the Company’s assets.
Key Responsibilities / Duties / Tasks:
Managerial / Supervisory Responsibilities:
a) Design internal control framework within the Company.
b) Identify and document the key controls within finance and accounting to ensure the risk / negative exposures can be properly controlled.
c) Evaluate on a periodic basis the effectiveness of the key controls via testing or other methods.
d) Reviews and appraises the soundness, effectiveness, and proper application of accounting and financial controls, compliance procedures and controls and timeliness of documentation generation.
e) Provide observation and recommendation to various control owners for improving the control and follow up within a reasonable timeframe.
f) Provide informative report to the Management team on areas where key controls should be implemented or updated with significant impact (positive or negative) to the Company.
g) Incident reporting for the controller function.
h) Build internal controls and compliance systems and overall capacity.
Operational Responsibilities / Tasks:
a) Gathers and evaluates information from different departments, divisions and sources to predict and prevent organized crime activities.
b) Conducting research and complex analysis of sensitive financial information and intelligence for planning, policy formulation and investigative purposes.
c) Analyze financial data and create financial models
d) Report on financial performance and prepare for regular leadership review
e) Analyze performance results and perform variance analysis.
f) Ensure tax and financial compliance and other statutory requirements within the company. Job Dimensions:
Financial Responsibility:
a) Preparation and management of an annual recurrent and capital expenditure
b) Responsible for expenditure management
Responsibility for physical assets around the area of work:
Responsible for all the physical assets of the department
Problem Solving:
The job holder will be required to solve the following type of problems:
a) Complex and open-ended financial problems of the Company.
b) Consultations will be required. Problems will be around managing inherent financial and ICT risks.
c) Problems around disruptive technologies which require heavy financial investments to support the functions of the Company.
d) Highly complex problems requiring significant research and creative thinking related to new technologies that would support production processes.
Communication:
The job holder will need to understand the following information to discharge his/her mandate:
a) Detailed verbal instructions or requests to and from the GM, staff and stakeholders;
b) Written internal policy documents, procedures, laws, and regulations in the public sector/or the company;
c) Financial reports, in depth technical reports, proposals or project briefs affecting the Shipbuilding Industry.
d) High level proposals on Company strategic direction on financing of the blue economy.
e) Detailed verbal or written instructions or requests to employees of the institution or contractors.
Decision Making/ Job Influence:
a) Makes tactical decisions that direct day to day operations, scale and quality of services offered by the department;
b) Chairs divisional committees and coordinates the efforts of the team.
c) Has a strong influence on the financial strategic direction of the Company.
d) Influences or changes broad practices or policies affecting the department
e) Allocation of work to staff of the division;
Job Competencies (Knowledge, Experience and Attributes / Skills):
Academic Qualifications:
a) Master’s Degree in any of the following disciplines: – Commerce (Accounting/Finance Option), Finance, Business Administration, Business Management; Economics or equivalent qualifications from a recognized institution.
b) First level university degree in any of the following disciplines: – Commerce (Accounting/Finance Option), Finance, Business Administration, Economics, ICT, Business Management or equivalent qualifications from a recognized institution combined with the required work experience may be accepted in lieu of the Master’s degree.
Professional Qualifications / Membership to professional bodies:
a) Holder of CPA(K)or equivalent qualification
b) Member of good standing with the Institute of Certified Public Accountant (ICPAK).
c) Undertaken Leadership/management course from a recognized institution.
d) Proficiency in computer applications.
Previous relevant work experience required:
a) Minimum 10 years’ work experience in a related field three (3) of which should be at managerial position.
b) Work experience in developing policies, processes and procedures that strengthen the internal controls in finance and accounting is desirable.
