Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.
The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.
The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

Job Purpose:
The Manager Quality Management System and Risk Coordination is responsible for providing leadership and coordination for quality production proceses and systems during ship building, repair, maintenance, refit, conversion, civil and modular construction to ensure the end products meet industry quality standards. The job also oversees risk management by assuring continuity and consistency in business processes for the Company.
Key Responsibilities / Duties / Tasks:
Managerial / Supervisory Responsibilities:
a) Management of risk universe and business continuity activities within the Company;
b) Provide leadership and coordination of the Company’s operations and services based on ISO Management System Standards and other standards to ensure efficiency in all the areas of operations.
c) Provide guidance to the Company on implementation of quality management systems against global standards and risk-based strategies. For example, Non-Destructive Testing is performed in this Department to ensure the usability of products.
d) Facilitating identification and evaluation of risks in liaison with process owners, monitoring risk exposure and advising management accordingly.
e) Coordinating implementation of ISO management systems.
f) Coordinating the preparation and review of management systems procedures and policies in the Company.
g) Coordinating Management System Audits; Internal (IQA) Certification and Surveillance (by KEBS).
h) Coordinating Business Continuity Management through ISO 22301 to ensure appropriate documentation, testing and improvement of Business Continuity Plans, Disaster Recovery Plans to minimize business disruption.
i) Developing a Quality Management Strategy for all sites and levels of staff on matters related to the management systems; Preparing section budgets and participate in Procurement planning in consultation with the Principal Officer Quality Management.
Operational Responsibilities / Task:
a) Maintaining the Operational and Strategic Risk Profile of the Company.
b) Reviewing the Company’s Risk Appetite and Tolerance levels and obtain risk mitigation strategies from process owners in cases where threshold is not maintained.
c) Analysing and Reporting on Operational and Strategic risk exposures, Risk Appetite and Tolerance levels.
d) Establishing a comprehensive and continuing awareness programme to inculcate proactive risk management capabilities across the business.
e) Overseeing maintenance and Continual improvement of the Risk Management Framework.
f) Providing technical leadership to multidisciplinary teams to develop, implement and evaluate risk management plans as well as monitoring and evaluation systems aimed at improving organizational effectiveness.
g) Aligning the Company’s Risk Management activities to the approved Risk Management Policy.
h) Supervising staff performance to ensure timely implementation of the annual Risk Management Work Plan.
i) Coordinating a continuous professional development program for sectional staff to enhance their knowledge, skills and competencies whilst keeping abreast with emerging issues in Risk Management Profession and sound business acumen.
j) Establishing and continuously improves an integrated framework and strategies for identifying, assessing, monitoring and reporting all aspects of risks and opportunities in the Company. Job Dimensions:

The job solves complex and open-ended problems relating to quality and risk management of the Company, production processes and systems during ship building, repair, maintenance, refit, conversion to meet industry standards which has a direct bearing on the quality of goods and products.
Communication:
The job holder will need to understand the following information to discharge his/her mandate:
a) Detailed verbal instructions or requests to and from the General Manager, staff and stakeholders.
b) Written internal strategy and policy documents, procedures, laws, patents and regulations in the public sector/or the company.
c) In depth technical reports, proposals or project briefs in relation to quality assurance and risk management.
d) High level written proposals or presentations to the Board or stakeholders on the Company’s strategic vision and plans.
Decision Making/ Job Influence:
a) Makes decisions that influence the quality of goods and services and risk exposure.
b) Makes operational decisions that affect day to day operations and quality of goods and services.
c) Plan and assign work to subordinates.
d) Monitor subordinates work performance.
e) Appraises/evaluates subordinate performance. Working Conditions:
Works predominantly in an office environment with limited travels to the field and stakeholders’ offices.
Job Competencies (Knowledge, Experience and Attributes / Skills):
Academic Qualifications:
a) Master’s degree in any of the following disciplines: Engineering, Statistics, Project management and any other equivalent qualification from a recognized institution.
b) First level university degree in any of the following disciplines: Engineering, Statistics, Project management or any other equivalent qualification from a recognized institution combined with the required work experience may be accepted in lieu of the Master’s degree.
Professional Qualifications / Membership to professional bodies:
a) Leadership/management course from a recognized institution. .
b) Member of a relevant professional body e.g. ISACA
Previous relevant work experience required:
a) Minimum of ten (10) years relevant experience, three (3) of which should be at Management level.
b) Work experience in managing quality production proceses and systems during ship building, repair, maintenance, refit, conversion, civil and modular construction is desirable. International experience in similar roles will be an added advantage.
