Job Description/Requirements
Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.

The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.

The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

KSL/HR/201/PROC/30: MANAGER TECHNICAL PROCUREMENT – KSL GRADE 3 (1 POSITION) CONSOLIDATED SALARY KSHS 274,473.00 – 395,633.00

This is a five (5) year contract renewable subject to satisfactory performance and retirement age.

Job Purpose:
The Manager is responsible for end-to-end procurement of technical goods and services for the production and MRO department in line with KSL business strategy, Public Procurement & Asset Disposal Act, Regulations and the company policies and procedures.

Key Responsibilities / Duties / Tasks:

Managerial / Supervisory Responsibilities:
a) Managing the implementation of Procurement Plans by User departments and advising/reporting on the adherence to the Plan.
b) Overseeing the procurement processes for production inputs, goods, works, services and consultancies and ensuring compliance with the procurement and asset disposal Law and the Corporations policy and procedures.
c) Providing professional advice to the General Manager as required in relation to technical procurement and asset disposal processes.
d) Providing Secretariat services to Tender Opening, Tender Evaluation and Inspection & Acceptance Committees.
e) Coordinate identification, implementing and benchmarking best practices in Technical Supply Chain Management.
f) Coordinating disposal of inventory and other assets.
g) Coordinating activities of the different procurement committees.
h) Coordinating evaluation of suppliers and contractors.
i) Coordinate and Initiate measures to ensure integrity, professionalism and application of supply chain management standards and guidelines.

Operational Responsibilities / Tasks:
a) Manage staff performance through continuous coaching and mentoring.
b) Advise the General Manager on Budgetary requirement for technical procurement.
c) Monitor absorption and ensure optimal utilization and alignment of resources as per procurement plan.
d) Provide professional opinion to the General Manager on procurement of contracts for goods, works and services.
e) Identify, evaluate, mitigate and monitor operational and technical risks.
f) Develop and maintain positive relationships with suppliers & Contractors
g) Recommend appointment of members of tender processing committees to the General Manager.
h) Develop tender documents, coordinate evaluation, provide technical advice, and give feedback to all bidders.
i) Liaise with User departments to identify obsolete and unserviceable stores for disposal.
j) Participate in drawing plans to integrate e-procurement in the Company’s operations.
k) Devise and ensure implementation of effective risk management strategies.
l) Monitoring and evaluating performance of supply chain management systems.
m) Maintaining database of approved sources of supplies and researching into new and alternative sources;
n) Participating in developing strategies to improve supplier performance in terms of on time delivery and quality specifications;
o) Preparing and filing statutory reports to/and from the Public Procurement Regulatory Authority (PPRA) and other relevant bodies;
p) Preparing bid awards and ensuring approval of procurement documents;
q) Participate in planning, compiling and preparing procurement budgets and plans for the Company;
r) Development and review of the Procurement strategies and plans aligned to business strategy, the Authority and Law.

a) Responsible for AIA revenue
b) Participate in implementation of the annual procurement plan

Responsibility for physical assets around the area of work:
Support Management of inventory assets

Problem Solving:
The job holder will be required to solve the following type of problems:
The job solves Technical related problems affecting clients to ensure proper procurement of works, goods, services in the production and MRO departments as per the Public Procurement and Assets Disposal Act and Regulations and other relevant legislation.

Communication:
The job holder will need to understand the following information to discharge their mandate:
a) Detailed verbal and written instructions or requests to and from user departments.
b) Written internal policy documents, procedures, laws, and regulations in the public sector/or the company.
c) Financial reports, in-depth technical procurement requirements, proposals or project briefs affecting the Shipbuilding Industry.
d) Negotiations and communication with suppliers and Contractors over new products and technology which may have a significant financial impact on the Company.
e) Negotiation with suppliers over price, contracts.
f) Detailed verbal or written instructions or requests to employees of the institution or contractors.

Decision Making/ Job Influence:
a) Provide technical advice to the General Manager in prudent purchases in line with the PPAD Act.
b) Initiate linkages, collaborations and interactions with various customers and suppliers; Working Conditions:
Works predominantly in an office environment with limited field travels.

Job Competencies (Knowledge, Experience and Attributes / Skills):
Academic Qualifications:
a) Master’s Degree in any of the following fields: -Business Administration, Economics, Procurement and Supplies Management, Engineering or other equivalent qualification from a recognized institution.
b) First level university degree in any of the following fields: – Procurement and Supplies Management, Procurement and Logistics, Commerce, Business Administration (Supplies Management Option), Economics, Engineering or other equivalent qualifications from a recognized Institution combined with the required work experience may be accepted in lieu of the Master’s degree.
Professional Qualifications / Membership to professional bodies
a) Professional qualification/certification in relevant field; preferably Procurement.
b) Membership to a professional body either KISM or CIPS
c) Undertaken Leadership/ Management Course from a recognized institution.
d) Proficient in Computer applications.

Previous relevant work experience required:
a) At least ten (10) years’ working experience three (3) years of which should be in a managerial position a maritime industry
b) Experience in procurement of technical maritime related goods, works and services is desired. International experience in similar role is an added advantage.
